德罗尔逆境中政策制定原则对我国逆境中政策制定的启示

摘　　要：德罗尔是世界上著名的逆境决策研究专家,他的逆境中政策制定原则主要有:社会改造原则、达到临界质量的原则、有选择的激进主义原则、准备承担风险,避免万一原则、产出价值优先原则、能动乃至强制原则。结合我国实际,德罗尔逆境中政策制定原则对我国逆境中政策制定的启示是:理性认识制定政策所要应对的逆境,加强决策机构的权威,提高政府应对逆境的能力,适当采取有选择的激进主义模式,坚持政策的产出价值优先。Yehezkel Dror is a world famous expert in policy - making under adversity. According to the actual situation in China, the enlightemnent of Dror＇ s policy - making principles under adversity on China is as follows ： understanding sensibly the adversity which needs to be solved by means of policy - making ; strengthening the authority of decision - making institution ; enhancing government＇ s ability in coping with the adversity; adopting appropriately the selective radicalism model; adhering to the principle of taking the output value as the top priority.
