From the founding of New China to the re-establishment of Japan-China relations,Japan's prime ministers and their cabinets always pursued a 'two-China' policy, whether expressed explicitly or implicitly. This brought about two results. One was that Japan became the greatest supporter of Taiwan Independence, and the other was that the normalization of Japan-China relations was delayed. It is surprising that the 'two-China' policy remained in place even after the right-wing came to power in Japan after the normalization of the Japan-China relationship. This hampered the Cross-Strait reunification and the further development of Japan-China relations. The paper analyzes two-China policies of five Japanese Prime Ministers and their cabinets, from Yoshida Shigeru to Satō Eisaku, which have not yet been discussed systematicall. It is beneficial for understanding and grasping the origin and developments of the Japanese factor in the present-day Taiwan Question.
