高技术产业化政策的历史演进及协调状况研究

摘　　要：高技术产业化(HTI)是国家新型工业化进程的一个重要组成部分。本文对1985年以来国家各部委发布的HTI政策进行了回溯研究,从政策连续、政策互补、政策交叉、政策缺失四个维度考察了HTI政策的协调状况。研究表明,HTI政策连续性和互补性较好,但也存在政策交叉和政策缺失现象。High-tech industrialization（HTI） is an important component of the process of new-type industrialization.The paper has collected the HTI policies which were issued since 1985,and investigated the coordination status of HTI policies from four dimensions,including policy consistency,policy complementarity,policy overlapping and policy deficiency.The results indicate that the HTI policies show good consistency and complementarity,but they also show the phenomena of policy overlapping and deficiency.
