摘　　要：目的研究我国洪涝灾害医学救援体系的现状和特点,为构建我国公共卫生体系下洪涝灾害医学救援体系提供参考。方法循证分析。结果概述了我国洪涝灾害医学救援体系的现状,指出了我国洪涝灾害医学救援体系存在的5大问题,提出了"构建统一的防灾救援领导机构、完善灾害医学救援法律框架、提高全民防灾意识与自救能力、加大投入缩小地区差距、完善应急药品供应体系"5项对策。结论建立国家药品应急保障体系,对于提升我国灾害后医学救援应急水平具有重大的现实意义。Objective To provide reference for the construction of flood disaster medical rescue system under the public health system through studying the actuality and characteristics of domestic medical relief system for flood disaster. Methods Evidence-based analysis. Results The actuality of domestic medical relief system was summarized,and five problems were pointed out. Five countermeasures were put forward including ＂constructing a unified leadership, perfecting the legal framework of disaster medical rescue system, raising the consciousness on disaster prevention and self-help ability, increasing investment to narrow the regional gap, perfecting the emergency drug supply system＂. Conclusion Establishing the national emergency drug supply system plays a significant role in upgrading the standard of the post-disaster emergency medical relief.
