摘 要:政府购买公共服务在国外已经发展多年,中国才刚刚起步。上海市经过20多年的创新实践,基本建起较为全面的政府购买公共服务内容体系,初步形成政府购买公共服务的运行机制,进一步发展仍需健全完善法制、促进社会发育和提高政府谈判能力等。不可忽视城市社区政府购买公共服务行为导致城乡差距扩大的消极后果。Government purchase of public services has developed for years in foreign countries, but it is just at the beginning in China. Through more than 20 years'of innovation and prac- tice, Shanghai has established a comparatively comprehensive content system and operation mech- anism of government purchase of public services. More efforts should be done to make further de- velopment, such as perfecting legal system, promoting social development and the negotiation a- bility of the government. It is true that government purchase of public services is one of the factors which lead to the negative result of urban -rural income gap.
