应对国家重大突发事件军地联合训练体系建设的思考

摘　　要：应对国家重大突发事件军地联合训练体系研究是军地联合训练的核心问题,是制约应对国家重大突发事件军地联合行动能力建设的一个关键因素。从目前看,仍存在渠道不够畅通、体制不够健全、法规不够完善、保障不够配套等问题。在这种情况下,创建军地联合训练模式,逐步走开跨行业、跨建制的军地联合应对国家重大突发事件的路子,是现行体制下推进军地联合培训和演练的大胆尝试,同时也是有效提高国家应对重大突发事件能力的有效途径。The research on the army and local government joint training system is the key problem of the army and local government joint training.It is the crucial factor of the ability of the joint operation on significant emergency.But at present there are still many problems about it.For example,the channel is not expedited,the system is not enough improved,the laws are not consummated,and the supply is not enough chained.Under this circumstances,creating a mode of army and local government joint training to deal with the emergency by army and local government joint operation in different profession and unit is a sample to improve the army and local government joint training.It is also an efficient way to improve the ability to deal with the significant emergency of our country.
