基于DEA-Tobit的区域创新系统资源配置优化策略研究

摘　　要：利用DEA-Tobit两阶段方法对上海创新系统资源配置效率进行评价,分析了环境因素对创新资源配置效率的影响机理.实证研究结果表明:要根据区域创新系统人力资源的存量来确定财力资源的投入;要认识到区域创新系统发展的阶段性特征,并根据对区域创新系统所处阶段的判定,将系统的创新资源配置到弹性大的产出方向;避免区域经济增长较快所导致的资源不合理投入,减少由于资源冗余而导致的资源流动阻塞以及高才者的寻租行为;要深刻认知基础研究与创新活动的耦合性机理,实现区域创新系统的可持续快速发展.Using the two-stage method of DEA-Tobit,it evaluates the innovation resources allocation efficiency(RAE) of Shanghai innovation system,and analyzes the influential mechanism of environmental factors on RAE.The result of the empirical study shows that the financial resource input must be determined according to the stocking of the human resource in regional innovation system(RIS);policy-maker should give more attention to characteristics of each stage in RIS development,and put the innovation resource into the output direction with more flexibility by recognizing the RIS stage correctly;it is necessary to avoid the unreasonable input of innovation resources caused by rapid growth of regional economy,and to prevent congestion of resource flow due to the resource surplus,as well as the rent-seeking behaviors of talents;it is necessary to recognize the coupling mechanism between basic research and innovation activities,and develop RIS in a sustainable way.
