摘　　要：完善的社会福利制度是社会和谐发展的客观基础与必要条件。西方社会福利发达国家的经验表明,适度普惠型社会福利不仅对社会发展具有积极的引导作用,还能有效地促进和推动经济健康发展。作为一个快速发展的工业化国家,我国建立适度普惠型社会福利制度可起到稳定社会、缓和社会矛盾和促进经济进一步发展的作用。目前,我国已基本具备建立适度普惠型社会福利体系的经济条件和政治基础。A perfect social welfare system is the foundation and necessary condition of social harmony and development.The experiences of Western countries show that the Appropriate Universal-type Social Welfare System can not only play a positive role in guiding social development but also effectively promote sound economic development.As a rapidly developing industrialized country,China has satisfied the essential economic and political requirements of establishing the Appropriate Universal-type Social Welfare System,which is very helpful in strengthening social stability,easing social conflicts and facilitating further economic development.
