摘　　要：农村基层自治是中国特色社会主义民主的一种重要形式,由国家法律认可在新的历史条件下推行的一项重要基层政治制度,在保证国家对农村基层社会的有效治理方面有重大价值。但是这一制度在具体实施中还存在一些不容忽视的问题。解决这些问题的关键在于促进农村基层自治政治文化氛围的形成、塑造农村基层自治的合格政治主体、完善农村基层自治制度,而这三位一体的三个方面又都只有通过农村文化建设才能得到实现。Rural grass-root autonomy is an important form of socialist democracy with Chinese characteristics and an important village-level community system practiced in the new historical era under the appraisal of Chinese law.It is of much significance for national effective government of rural grass-root society.However,there are also some problems in practice which cannot be ignored.In order to solve these problems,we should establish rural grass-root autonomy＇s political culture,form rural grass-root autonomy political subject and improve rural grass-root autonomy system.All these can only be realized by rural culture construction.
