摘　　要：建设效能政府是贯彻"三个代表",深入落实科学发展观的具体实践行动,而决策、执行、监察是政府行政过程中的三个重要环节,决策科学民主,执行坚决有力,监察透明公正,才能全面提高政府行政管理水平,推动政府效能建设工作的顺利开展,实现建设效能型政府的目标。Constructing efficient government is the specifieally practical action to implement the ＂Three Represents＂ and the concept of scientific development. Decision-making, implementation, supervision are three important aspects in the process of government administration. Scientific and democratic decision-making, effective implementation, transparent and impartial supervision can comprehensively improve the level of government administration and promote the improvement of government efficiency, and eventually achieve the goal of constructing efficient government.
