摘　　要：针对我国既有建筑改造的实际情况,从监管的理论基础——监管俘获理论入手,提出了包括监管对象、监管机构、监管职能、监管手段在内的适用于我国既有建筑改造的监管机制的构想,并对监管机制的实施提出了建议。旨在为国家完善相关政策和制度提供参考,从而推动我国既有建筑改造的规范化进程。According to the actual situation of existing buildings reconstruction,this paper proceeds with theory of regulation.Then the article constructs the regulation mechanism of existing buildings reconstruction,including objects,organizations,functions,measures,and provides suggestions for implementing of regulation mechanism.The paper provides reference for completing the policy and system of existing buildings reconstruction,aims to regulate reconstruction of existing buildings.
