摘　　要：潍坊市自2008年承担全国普及基本医疗卫生制度实验性研究工作以来,通过建立、完善相关文件,明确政府、医疗机构等的权利与义务,实现了"政府有效投入,医疗机构有序服务,社会力量广泛参与"。文章概述了潍坊市组织领导、服务提供和监测评价三方面文件建设情况,论证了文件体系建设的必要性和对潍坊市基本医疗卫生制度成功建设发挥的重要作用。Weifang undertook the experimental study on establishing essential healthcare system in 2008.During the different period of the study,we designed many related policies and files to clear the rights and obligations of the government＇and medical institutions＇,and achieved the following objectives which were＂government invested effectively,medical institutions provided medical service orderly,and social forces participated widely＂.This article summarized the files construction on three aspects which are organization,service providing and monitoring evaluation,and demonstrated the need for file system construction and the important role in establishing the essential healthcare system successfully.
