摘　　要：文章从利贫原则在普及基本医疗卫生制度中的必要性、利贫措施和初步效果三个方面,对潍坊市普及基本医疗卫生制度的利贫原则应用情况进行了介绍。通过合理规划,加大现有医疗卫生资源建设和整合力度,政府购买基本公共卫生服务,实行大病就医制度,加大贫困人口医疗救助力度,开展惠民医疗服务,推行社区基本药物制度和实行门诊限价服务等措施和政策,使贫困居民就医经济负担减轻,服务利用水平提高,对基本医疗服务的满意率提高。Concerning on the importance of benefits the poor principal in the application to the basic medical and healthy care system,embodiment and effectiveness evaluation,the paper makes an analysis on the effectiveness of the popularization of the basic medical and health care system in Weifang.A conclusion has been drawn that,to the poverty-stricken population,the burden on the medical expense has already been lightened,and they have improved their ability to use services and been more satisfied with the basic medical services.All these benefit from the measures and polices of proper formulation,reinforcement of contemporary medical and healthy resources construction and integrated degree,the purchase of basic public medical service by the government,the implementation of medical regulations,the increasing aiding intensity towards the poor,the carried-out medical benefits on the people,the practice of communal essential drugs institution.
