摘 要:高等级公路建设项目属生态影响为主的建设项目,兼有噪声、水环境、大气环境、社会环境等影响。根据HJ552—2010《建设项目竣工环境保护验收技术规范公路》,以南京市3条高等级公路工程验收案例,分析了高等级公路建设项目施工期和运营期的主要环境影响及特点,提出了竣工环境保护验收调查的主要内容。验收调查中发现由于线位摆动、地方规划与EIA没有有效衔接导致敏感点发生较大幅度的变化,加上高等级公路采用开放式运行、沿线农村居民分散布局,为公路建设后的声环境控制带来很大难度,也增加了环保验收难度。针对验收调查过程中遇到的问题提出了建议与措施。Highway construction project belongs to projects with a significant impact on eco-environment and together with less impact on acoustic, water, atmospheric and social environment. According to the "Technical Guidelines for Environmental Protection in Highway Projects for Check and Accept of Completed Construction Project" (HJ552-2010), taking the check and accept of three high-grade highways in Nanjing as the cases, the paper analyzes the main environmental impacts and features, and puts forward the main content of the environmental protection for check and accept completed project. Great changes in environmental sensitive points are found because of poor link among the route swing, local planning and EIA. With the addition of open running of the high-grade highway and decentralized distribution of rural residents along the route, the acoustic environment control after highway construction and the acceptance of environmental protection have great difficulty. Because of the environmental sensitive point diversification, plus highway adopt open running, along the dispersible layout for highway construction of acoustic environmental control bring a lot of difficulty, also increased environmental acceptance difficulty. Aiming the problems in check and accept, the paper puts forward some suggestions and measures.
