基于RIN的经济欠发达地区区域创新能力提升对策研究——以河南黄淮四市为例

摘　　要：基于区域创新能力形成条件与区域创新网络构成要素的讨论,以河南黄淮四市为例,剖析了经济欠发达地区区域创新网络存在的主要问题,发现创新主体总体上缺位、创新资源匮乏、关系通道不足等制约了其区域创新能力的发展.认为欠发达地区只有积极完善创新主体职能,努力丰富网络创新资源,主动开展创新主体间的合作等,才能加快区域创新网络的发育速度,最大限度地提升区域创新能力.Based on the analysis of the formation conditions of regional innovation capacity and the elements of re- gional innovation network, this paper studied the main.problems of regional innovation network in underdeveloped areas, taking the Huang-huai region in Henan province as a example, and found the main reason for the low capacity of regional innovation including the general absence of innovation subject, the lack of innovative resource, the lack of re- lationship pipeline, etc. This article considers that only by actively improving the main functions of the various types of innovation, enriching various network resources, strengthening cooperation between innovative subjects in underdevel- oped areas, the development of regional innovation networks can be accelerated, the capability of regional innovation farthest can be promoted.
