藏族牧区新农村建设中的非生产性问题与对策研究——基于川甘青8县牧民的问卷调查

摘　　要：在对川甘青8县藏族牧区牧民问卷调查的基础上,系统分析了牧区新农村建设中非生产性问题及其影响因素。结果表明,公共产品供给不足,治安、村容较差,民主意识不强是牧区新农村建设中主要的非生产性问题;而经济发展滞后,牧民收入水平低,基层工作薄弱,牧民素质不高和不良传统习惯是主要的影响因素。在此基础上提出了相应的对策和建议。Nonproductive problems and influencing factors in the new rural construction of pastoral areas were systematically studied based on the survey of herdsmen in eight counties of the Sichuan,Gansu,and Qinghai province.The results showed that the main nonproductive problems were lack of product supplement,insufficient of law,poor village capacity and weak democracy sense.Furthermore the main influencing factors were backward economic development,lower herdsmen＇ income,weak grass-roots work,lower herdsmen＇ quality and the traditional habits.At last,on these bases,we proposed up relevant strategies and measures.
