摘　　要：从我国正编制的城乡发展"十二五"规划及西部大开发规划等需求出发,结合对中国城市及中国西部综合减灾研究的实践,提出了强化中国西部大开发规划充实综合减灾内容的建议,希望为"十二五"乃至未来的中国西部城乡建设提供安全发展对策。Starting with the 12th Five-Year Plan for urban-rural development and plan for Western Development, based on the study of Chinese cities and disaster mitigation research in West China, this paper presents the suggestions on enriching the contents of disaster mitigation in the Western Development plan in an attempt to provide ideas on the 12th Five-Year Plan and the urban-rural safe development in western region.
