摘　　要：在论述读者权益的主要内容及基本保障的基础上,进一步分析,应在公共图书馆免费服务的推广过程中积极推动图书馆立法进程,使得读者平等阅读权利能有法律上的保障。图书馆人应不断提高自身的综合素质,以保障读者的正当权益的充分享受;此外,必须构建好科学合理的公共图书馆服务体系,从根本上保障读者的阅读权利,充分利用免费服务这一发展契机,促进全民阅读活动的深入持续健康发展。The article analyzes that we should promote library legislation to give legal protection to readers＇ equal reading rights in the progress of promoting public library free service.Librarians should continuously improve thier comprehensive qualities to secure readers＇ full enjoyment of legitimate interests.Moreover,we should construct scientific and rational public library service system to ensure readers＇ reading right fundamentally,and taking the opportunity of free service,to improve continuous and healthy development of the whole people reading activity.
