摘　　要：图书馆的发展过程包括体制改革、机制创新、活动开展、观念更新4个基本环节,其中图书馆观念是发展的革命性因素。"观念的变革"推动着图书馆体制的改革、机制的创新、活动的开展。纵观图书馆发展历史,图书馆观念的发展有文化建设观和社会建设观两条主线。图书馆将功能价值定位于信息交流的中心、自主学习的乐园、文化进步的阶梯。服务艺术是实现图书馆观念的方式、方法、策略和技巧,是用户正确利用图书馆的保障。There are four essential elements in the library development,including system reform,mechanism innovation,activity development and idea update.The library idea is the most revolutionary factor of all factors.The change of idea leads to the system innovation,the innovation of mechanism and the development of activities.In the development history of library,the library idea always develops towards cultural construction and social construction.Library functions could be summarized as the center for exchanging information,the paradise for learning by oneself and the ladder for cultural progress.Library services are the form,approach,strategy and skill of realizing library idea,and also the guarantee of using libraries for users.
