摘　　要：我国的城乡关系格局有其特有的城乡二元制度性根源。建构城乡一体化发展新格局,制度创新是关键。为适应形成城乡一体化发展新格局的国家战略需求,以行政区划体制为基本的地方体制改革势在必行。在解读国家关于城乡一体化战略形成的基础上,梳理中央政府为实现这一重大战略而提出的体制创新要求及其变化,基于"历史经验—现实响应—未来走向"的逻辑视角,剖析地方政区体制与城乡关系的相关性,揭示形成城乡一体化发展新格局战略中的政区转型意义及其重大使命。The urban-rural relationship in China has been largely shaped by the specific rural-urban dualism system.System reform is the key to form the new pattern of urban-rural integration.As the basic component of local government system,the administrative division system has to be changed to realize the national strategy of urban-rural integration.This paper analyzes how the national strategy of urban-rural integration has been formed,reviewes the system innovation designed and practiced by the central government,analyzes the relationship between the administrative system and the urban-rural pattern and reveales the momentous significance and mission of administrative system reform of forming the new pattern of urban-rural integration.
