摘　　要：21世纪是人类全面认识、开发、利用和保护海洋的新世纪,也是充分重视和提倡科学发展观、构建和谐社会的新世纪。在西部大开发中北部湾经济区海陆一体化发展具有凸显优势,发展海洋经济必须同时注重区域社会的协调发展,"以人为本"的和谐社会构建是我国社会主义建设的终极目标。为此,加快推进北部湾海洋经济与社会协调发展的对策研究是非常必要的。The 21st century is full of human understanding,development,utilization and protection of the oceans in the new century,is adequate attention and promote the scientific development concept and building a harmonious society in the new century.In the western development of land and sea north-central Gulf Economic Zone development highlights the advantages of integration,the development of marine economy must also pay attention to the coordinated development of regional society,＂people first＂ building a harmonious society is our ultimate goal of socialist construction.Therefore,accelerating the northern Gulf marine economy and social development of countermeasures is necessary.
