基于价值的保险设计对我国医疗改革的启示

摘　　要：医疗改革如何发挥有限费用的作用,设计好服务项目是一项世界性难题。美国有着世界上最多的卫生费用,但仍面临巨大的"医疗危机",同时我国也面临着卫生费用投入不足和其飞速增长的困局。如何控制卫生费用并确保人民健康,成为一个重要的课题。近年来,基于价值的保险设计(VBID)逐渐为美国朝野所重视,并将其作为参议院和众议院医疗改革重要思想,文章利用其在美国实施的经验与不足,为我国新医改的福利包设计提供一些参考意见。Health care reform is a worldwide problem on how to play the function of controlling the cost and on designing service items. The United States has the world＇s largest health costs, but still faces huge ＂medical crisis＂, and in China, we need to deal with the lack of health investment while facing rapid growth of health costs. How to control health costs and ensure people＇ s health becomes an important issue. In recent years, the United States has gradually paid attention to Value-based Insurance Design, and both Houses of Congress have adopted it as an important thinking of the health care reform. According to their experience and shortfalls, some sugges- tions to complete the overall goal of new medical reform in China have been offered.
