劳动力转移对区域农地利用效率的影响——基于省级面板数据的计量分析

摘　　要：研究目的:探讨农村劳动力转移影响区域农地利用效率的途径,并对二者的关系进行实证检验。研究方法:采用数据包络分析(DEA)测算全国各省1990、1995、2000和2005年的农地利用效率,在此基础上,结合人口普查数据和各省经济发展数据,形成一套省级层面的面板数据,通过构建计量模型估计、检验劳动力省内和省际转移对农地利用效率的影响。研究结果:(1)各省农地利用效率存在显著的时空差异;(2)劳动力省内转移促进了农地利用效率的提高;(3)劳动力省际转移对劳动力输入地区的农地利用效率存在一定程度的负面影响。研究结论:从提高农地利用效率出发,未来的政策应该鼓励农村劳动力转移,特别是本省内流动;同时在理论和政策层面关注劳动力转移过程中的负面影响。The purpose of this paper is to explore the approach for analyzing the farmland use efficiency based on an empirical study on their relationship. Methods Envelopment Analysis （DEA） to calculate the farmland use and 2005, respectively; （2）based on the calculated results impacts of labor transfer on the employed include： （ 1 ）using Data efficiencies of each province in China in 1990, 1995, 2000 of the farmland use efficiencies and the census data and economic development data of each province, a set of provincial-level panel data is established; （3）through the establishment of econometric model to estimate and verify the impacts of labor transfer on farmland use efficiencies within and among provinces. The results indicate that （1）there exists obviously temporal and spatial differences of farmland use efficiencies among provinces; （2）labor transfer within provinces can improve farmland use efficiencies; （3）labor transfer among provinces causes certain degree of negative impacts on the farmland use efficiency of the emigrant regions. It is concluded that （ 1 ）in terms of the increase of farmland use efficiency, rural labor transfer within the province should be encouraged in the future policies;（2）it is necessary to pay attention to the negative impacts of labor transfer both on theoretical and policy levels.
