摘 要:意愿调查法(CVM)是目前国际上流行的衡量资源非市场价值的重要方法,耕地的非市场价值的估算对耕地保护具有实践意义。文中以支付卡方式设计了1600份调查问卷,以西安市耕地非市场价值为对象,对西安市耕地资源非市场价值进行了估算。研究结果表明:农民对耕地非市场价值的支付意愿为84.26元/年.户,市民对耕地非市场价值的支付意愿为194.21元/年.户,西安市耕地非市场价值每年的支付意愿为2.65×108元,折合单位公顷耕地非市场价值1012.81元/hm2。年龄、文化程度和家庭年收入等三个因素是影响居民WTP支付水平的重要因素。The purpose of the study is to analyze the non-market value of cultivated land using the contingent valuation method.Questionnaire survey with a sampling size of 1600 respondents was conducted in April 2008.The results indicate that there is diference between the peasant household's WTP and the urban household's WTP.Calculated results suggest that the annual average of peasant is 84.26 RMB·Yuan per household,as well as the annual average of citizen is 194.21 RMB·Yuan per household.The annual aggregate cultivated land non-market value of Xi'an city is 2.65×10^8 RMB Yuan,per hectare cultivated land's non-market value is about 1012.81 RMB·Yuan.Age,cultural level and family annual income are to affect the important factor that resident WTP pays level.It is concluded that using CVM to assess not-market value of cultivated land have feasibility,but result is affected by many factors,only rough estimation.
