摘　　要：本文根据科技发展第十二个五年规划编制的要求,引入战略评价的概念,通过建立城市科技发展规划战略评价的指标体系和评价模型,就科技发展五年规划实施的后评估进行了定量研究,并应用这一方法,以青岛市为案例,从科技产出、科技创新能力、科技支撑引领和高新技术产业等方面对青岛市"十一五"科技发展规划的执行情况进行了实证评价,并对青岛"十二五"科技发展规划的研究制定和实施提出了若干建议。According to the requirements of science and technology development planning＇s establishment in the ＂Twelfth Five-Year＂ period of time,we introduce the concept of strategic evaluation.Through the establishments of strategic evaluation index system and evaluation model,we make the quantitative research on the post assessment of Five-year science and technology development planning.We apply this approach,take Qingdao as a case,and do some empirical evaluation of implementation on technology output,technological innovation,scientific and technological support to lead and high-tech industries in the ＂Eleventh Five-Year＂ period of time.And we provide countermeasures on the science and technology planning of the development and implementation in the ＂Twelfth Five-Year＂ period of time.
