国外绩效评价体系对我国知识产权保护绩效评价体系构建的意义

摘　　要：绩效评估现已广泛应用于社会各个组织。就政府层面而言,我国近年来对政府绩效的研究趋于成熟并付之于实践。政府绩效评估是根据管理效率、服务质量、公共责任、公众满意度等方面的评判,对政府在公共管理过程中的投入、产出、最终结果所体现出来的绩效进行评价。而知识产权行政与司法保护绩效是政府绩效评估的一个重要组成部分。研究政府绩效评估状况及方法,对我国知识产权司法与行政保护绩效评价具有典型的借鉴意义。Performance evaluation has been widely used in various kinds of organizations such as the government. As far as the government concerned, our research on the government performance is mature and has been put into practice in some places. Government performance measurement is based on the efficiency, service quality, public liability, public satisfaction and other dimension of management. The administrative and judicial protection of intel- lectual property is an important part of the performance of government, so the study on the government performance contribute a lot to the study of the performance of the judicial and administrative protection of intellectual property.
