摘　　要：当代警务改革围绕着警察权展开,警察权的维持秩序、惩治犯罪和服务社会三大内涵及其发展背后都离不开"警察权为什么存在"这一问题,而这需要从警察权的政治意蕴来思考其科学发展,通过政治意蕴可以更明确认识警察的应然角色和警察权机制的目标与任务。In contemporary political society, the policing reform must grasp the power of police, which is the key of the reform. The power has produced three connotations： to maintain order, to punish crime and to service society. It is not a cardinal line throughout three connotations that ＂why the power exist＂, also political implication of the power. To develop policing scientifically, we just need a key aspect of political implication to think and to find good objectives and tasks for policing powers.
