摘　　要：19世纪英国保守党首相皮尔的政治行为模式是一种"实用的保守主义"模式。它是19世纪上半叶英国社会转型期各种社会势力相冲突的产物。这一政治行为模式形成于皮尔对爱尔兰问题的处理,在1832年发表《塔姆沃思宣言》、1841-1846年财政关税改革等重大政治事件中得到进一步发展。皮尔"实用的保守主义"政治行为模式的形成与发展,表明英国贵族政治已遭到严重的危机。它一方面导致保守党分裂,另一方面又为英国贵族政治向资产阶级民主政治发展准备了一个最好的接口。In nineteenth century the political model of Peel,the British conservative Prime Minister,was a kind of＂Utilitarian Conservatism＂,which was the product of confrontation among many social powers in the first half of nineteenth century.The political model originated from Peel＇s dealing with Irish problem and advanced much more through some important political events such as The Declaration of Tamworth Manifesto in 1832 and the finance and tariff reform from 1841 to 1846.The formation and development of Utilitarian Conservatism suggested the crisis of British aristocracy politics,which not only made the split of the conservative party but also prepared a best interface for the aristocracy politics approaching to capitalistic democracy politics.
