电子政务与政府管理方式创新研究——基于系统建模视角

摘　　要：在信息化时代,电子政务是深化行政管理体制改革,实现政府管理方式创新的催化剂和助推器。从系统建模的视角,电子政务实质上是指人们试图通过系统建模的的方法描述所有的政务系统的任务、角色和流程,从而定量的描述和考量行政事务的运动和发展规律,更好地去降低行政成本,提高行政效率。应从基础建设、获取实践经验、确认电子政务功能定义和重塑政府工作流程以及建立统一的电子政务系统四个阶段来实现电子政务的发展。Innovations in government management are the eternal theme for the government to enhance the level of public management.In the information age,E-government is the boosters not only to deepen administrative reform,but also to achieve a catalyst for innovation.From the perspective of the system modeling,we introduce the e-government concept.So we can describe the task of all government systems,roles and processes to enhance the government＇s public management.Then we analyze the e-government environment factors from the administrative ecological view,and build the e-government system architecture model.We should achieve e-government development from the infrastructure,gaining practical experience,confirming the definition of e-government function and remodeling of government processes and establishing a unified e-government system.We hope it can provide a new perspective and methods for the management of innovation and research.
