摘　　要：文章研究了新经济的内涵、特征及其相应的背景,探讨了基于新经济的产业集群的发展问题。提出了在新经济背景下要充分利用经济全球化的有利条件,努力寻求产业发展的方向和模式,提升中小企业竞争优势,提高产业国际竞争力,优化产业结构,促进各地区经济协调发展的积极建议。This paper is a study of the connotation,characteristics and background of new economy and the development of industrial clusters based on an analysis of new economic factors.It puts forward some suggestions： to make full use of favorable conditions provided by economic globalization,to seek the direction and pattern of industrial development,to enhance the competitiveness of SMEs,to improve industrial competitiveness,optimize industrial structure,and to promote the coordinated development of regional economy.
