摘　　要：总结了我国电力改革的路径及对电力发展的推动作用,指出已有的改革限于政策激励,而要实现可持续发展应建立稳定清晰的市场机制和管制框架,给投资者明确稳定的制度预期和长期价格信号。分析了当前最具实施紧迫性和实施条件的几项制度建设,包括上网电价和电网价格形成机制、发电侧电量配置机制及电力项目核准机制。This paper summarizes the route of power reform in China and its impetus to power development.It points out that the existed power reforms are limited to the policy adjustment while a steady and clear market mechanism and regulation forum is needed for sustainable development,which provides explicit institutional expectation and long-term price signal for investors.Then,it also analyzes the most feasible and urgent mechanisms need to be built currently in China,which includes bidding pricing and TD pricing mechanism,generation side energy production mechanism and power project approving mechanism.
