长沙霞凝港2009年到2010上半年出入境集装箱检验检疫状况分析

摘　　要：目的全面分析长沙霞凝港口岸出入境集装箱检验检疫状况,提升工作质量,加强有效监管,探讨监管模式改进,以便工作中能达到抓重点、控风险、保质量、快放行的目的。方法对2009年到2010上半年出入境集装箱状况、病媒及其他有害因子的截获、检疫处理情况进行分析讨论。结果所有出入港口的集装箱实行了全申报和闸口放行管理,出入境集装箱的申报率已达100%。进境箱查验率为53%,出境箱查验率为12%。病媒生物检出蝇类、蚊类、蜚蠊三种,蝇类占93.6%,检出检疫性有害生物二种,为双钩异翅长蠹、芦笛长小蠹,其他有害生物以滑刃线虫为主占8.8%。检疫处理率为100%。结论有效地堵住了逃漏瞒报现象;出入境集装箱带来的风险得到了高度重视;病媒及其他有害因子查验效果确实;应处理集装箱全部进行了检疫处理;但检疫处理效果评价方面尚属空白;查验率相对较高。Objective To improve work quality, strengthen effective supervision, explore supervision mode improvement by carrying out full - analysis of the inspection and quarantine work situations of entry - exit containers at Xianing Port in order to achieve the aim＇ of mastering key points, controlling risks, assuring quality and speedy clearance. Methods Analyze and discuss entry - exit container conditions, the interception of medical vectors and other injurious factors and quarantine treatment from 2009 to June 2010. Results All entry - exit containers were under full declaration and inlet management, with 100% of declaration rate. The inspection rate of incoming containers reaches 53% , and 12% of outgoing containers. Inspected medical vector include flies （ accounted for 93.6% ） , mosquitoes and cockroaches. Two kinds of quarantine pests were found, including kapok borer and engraver beetle. Other pests were mainly Bursaphelenchus （ accounted for 8.8% ）. Quarantine treatment rate reaches 100%. Conclusion Despite the fact that the problem of dodging container declaration is effectively solved, great emphasis is put on risks brought by entry -exit containers, medical vectors and other injurious factors inspection effects are verified, containers have undergone necessary quarantine treatment, there is still a vacancy on quarantine treatment evaluation and inspection rate still relatively high.
