摘　　要：随着科学技术不断的发展,科技的全球化趋势日益明显,引发了世界范围内政治、经济和产业格局的深层次变革。科技对经济和社会发展的关键性支撑作用日益显著,科技资源在全球范围内重新调整和配置的步伐进一步加快,加强国际科技合作与交流,是抓住新科技革命带来的机遇,消化吸收世界科技进步成果,提升国家自主创新能力和国际竞争力的重要途径。对国内外对外科技合作总体态势进行了阐述,结合湖北省地区具体情况,总结其"十一五"期间在对外科技合作工作中取得的一系列成绩,分析了湖北省在新的五年计划到来之际所面临的机遇与挑战,并提出了促进湖北省国际科技合作发展的建议性意见。With the fast development of science and technology,the trend of globalization of ST is becoming increasingly apparent,which leads the deep revolution of world political,economic and industrial pattern.The ST plays more and more important role in economical and social development,the re-adjustment and allocation of ST resources further speed up the pace on worldwide scale,so to enhance the international ST cooperation and communication is the important channel of chasing new ST revolution opportunity,absorbing world ST advanced achievement,promoting national independent innovation capacity and international competitiveness.The paper describes the overall situation of international ST cooperation at home and abroad,combined with Hubei＇s conditions,summarizes a series of achievements of ST international cooperation in the period of ＂Eleventh Five-Year＂,analyses Hubei＇s opportunity and challenge in next Five-Year plan and proposes some suggestions to promote Hubei＇s development in international ST cooperation field.
