国内自然保护区生态补偿机制研究进展

摘　　要：从生态补偿机制的内涵、国内自然保护区生态补偿机制的发展过程、补偿标准的确立、生态补偿制度依据以及生态补偿模式等几个方面对国内自然保护区生态补偿机制进行了回顾与探讨。目前我国自然保护区生态补偿机制在标准制定、补偿制度连贯性与持续性、法律制度建立、以及理论方面还存在不足之处。应该制定合理的补偿标准、有效的监督制度、健全的法律依据、严格的执法程序。政府应该转变自己的角色,逐渐退出参与者的身份,而是应该作为一个监督者和引导者,将生态补偿交由市场完成。From the connotation of the mechanism for ecological compensation,ecological compensation mechanism in the nature reserve,the development of the compensation standard of ecological compensation system,and the ecological compensation mode based on several aspects of domestic ecological compensation mechanism were reviewed and discussed.The conclusion showed that there were still several deficiencies in standards,coherence and sustainability of compensation system,legal system establishment and the theory.Therefore,it suggested laying out reasonable compensation standards,establishing effective supervision system and strict enforcement procedures.The government should change their roles,gradually withdraw the identity of the participants,but should be as a supervisor and guide,the ecological compensation should be conducted by market.
