摘 要:近年来中国在政府投资非经营性工程项目领域推行了以代建制为方向的改革。为了评价市场代建制模式、政府代建制模式以及传统建设模式三者之间的优劣,本研究借助理性预期理论,构建了以项目管理专业人员(PM)的目标选择机制为核心的理性决策模型,用于衡量PM在面临公众利益与项目业主个人利益的冲突时将做何选择,并通过比较3种不同建设模式对PM各项决策成本的理性预期的不同影响,得到了在同样具备外部监督有效、项目管理人员面临的惩罚是真实的和项目管理专业人员真正具备工程项目管理的专业素质等3大前提条件下,政府代建制模式优于市场代建模式,而两者又都优于传统模式的结论,为进一步明确政府投资非经营性工程项目代建制改革方向提供了参考。In recent years,the Chinese government has pushed the use of the construction agent mode(CAM) in government invested non-commercial projects.The market CAM,the administrative CAM and the traditional mode are evaluated using rational expectation theory are compared.A rational decision-making project manager(PM) model is set up to simulate his decision-making consideration on whether or not to behave for the public interests against the individual interest of the public owner.Then,the influences of the three modes on the PM's decisions are compared by evaluating the rational expectations of the costs of different decision factors.The result shows that the administrative CAM is better than the market CAM,and both the two CAMs are better than the traditional mode when the PM has external supervision,the PM will be punished for wrong doing and the PM is qualified.This result can be used to choose directions for further reform of the project implementation mode for government invested non-commercial projects in China.
