摘　　要：从战略规划走向战略管理是企业战略理论在应对石油危机和环境变化时作出的历史选择。进入新世纪以来,我国高校内外部环境正发生着根本性的变化,从战略规划走向战略管理也将成为高校管理应对内外部环境变化的必然选择。院校研究作为高校实现这一战略思想转变的关键所在,是高校实现从战略规划走向战略管理的一个有效途径。It＇s a historic choice for the enterprise strategic theory to turn from strategic planning to strategic management when the oil crisis happened and the environment changed.Entering the new century,the inside and outside situation of our universities has also changed violently.Then it becomes an inevitable choice for universities to change their strategic planning to strategic management.And the IR is the key to change the strategic thought,which is an effective way for universities to turn to strategic management.
