摘　　要：危机决策是非程序性决策,但是在非程序性中也有程序。现实中的危机决策程序是在程序化决策与非程序化决策两个极端之间的某种特定组合,特定的组合点(组合方式)对应特定的危机情景。在实际决策过程中,没有固定的危机决策程序可供遵循,每一种程序模式都有其对应的危机情景,只有根据具体的危机情景灵活采用恰当的权变策略才是有效的。The procedure of crisis decision is the rule of crisis decision,and it is the step to be followed for scientific crisis decision.The procedure of crisis decision is no-procedural,an effective crisis decision must be no-procedural,but it has procedure in the no-procedural crisis decision.In practice,no fixed procedure can be followed in the process of crisis decision-making,each mode of procedure has its corresponding crisis situations,and it is only effective to use the procedure flexibly according to the specific crisis scenarios.
