摘　　要：纯粹的市场难以启动地震灾区重建。在国家政策与制度安排干预下,以及在农户自身社会资本支撑下,形成了地震灾区住房重建市场非常规行动。在注重灾后重建成效的同时,非常规行动的外部性也成为人们关注的焦点。集体行动下的市场建材价格上扬及行动长效机制的缺失等,对构建持续与稳定的灾后重建秩序产生了不利的影响。It is difficult to start the reconstruction in the earthquake disaster area in a pure market.The market non-routine action is produced in the the housing reconstruction in the earthquake disaster areas under the intervention of national policy and institutional arrangements,as well as the support of farmers own social capital.Meanwhile,the externalities of non-routine action have also become the focal point that the people pay attention to,such as the rising of prices of market building materials under collective action,the lack of long-term mechanism of this action and so on,which makes a negative impact on making a sustainable and stable order for the reconstruction after disasters.
