摘　　要：总结建国以来林业发展的成败经验,认为我国林业要走生态林业与产业林业并重的发展道路,对森林实施“生态效益——生产效益——社会效益”的经营模式。要正确实践这个模式,需要正确的理论来指导。森林可持续发展,最终实现经济增长和社会福利最大化是制定和实施21世纪中国林业发展战略目标的理论基础。林业建设困难的主要问题是资金问题。对林业的投资要逐渐形成以中央财政预算拨款、生态效益补偿费为主,政策性投入、育林基金、各类贷款及其它专项项目经费为辅韵投资新格局,逐年提高社会公益性林业建设投资比重和信贷资金融资比重,逐步理顺投资渠道,提高资金使用效益。The experiece of Chinese forestry development since the founding of the Peoples' Republic of China was revived,the model of combination of environmental benefit and economic benefit and social benefit should be guided by correct theories, forestry sustainable development to realize economic growth and social welfare maximum should become the theoretical guidance of making and implementing thd 21~a forestry strategtgy in China. The key problem of forestry de- velopment is lack of fund, govemmental budget, ecological compensation fee,reforestation fund and loans should be de- signed to solve the above problem, also it is very important to raise economic efficiency of fund.
