摘　　要：策略性行为是分析制度规则与政策对象行为互动的分析视角。在我国基本养老保险领域,策略性行为频频发生,这一方面是由经济生活中普遍存在的自利动机决定的,同时个人和企业的财务压力与制度本身的设计漏洞也都起到了推动作用。策略性行为会削弱基本养老保险制度的老年保障能力,影响财务平衡的实现,损害制度的经济效率,因此需要采取适当措施进行矫正。Strategic Behavior is a way to study the interaction between institution and objects of policy.In the area of basic endowment insurance,strategic behaviors occurred frequently.There are several reasons that may account for such phenomenon.On one hand,self-interest determines strategic behaviors.On the other hand,financial pressure and flaws of regulations worsen the situation. For strategic behaviors weakening the security ability of pension,affecting the financial balance and harming economic efficiency,corrective measures should be taken.
