摘　　要：政和、宣和年间,辽朝的衰落,激起了宋徽宗君臣收复燕雲失地的渴望。但对本国军力的不自信和侥幸投机心理,使徽宗君臣将收复失地的愿望寄托到新崛起的金朝身上,其国策也从单独出兵转向了联金灭辽。促成联金灭辽这一行动的,正是宋徽宗本人。During years of Zhenghe and Xuanhe, the decline of Liao evoked Emperor Hui＇s aspire to recapture the sixteen prefectures of Yanyun. But the lack of confidence in their own forces and profiteering attitudes, they relied on the thriving Jin and changed their policy to unite Jin in the hope of defeat Liao. It was Emperor Hui himself who facilitated the move and action.
