启动消费需求的关键是完善社会保障体系

摘　　要：中国当前经济低落、生产过剩的主要原因是消费需求不足。而消费需求的不足，是因为社会保障体系不健全，老百姓预期支出增加，因此只好压缩即期消费，增加储蓄以预防不测。刺激消费需求的措施应该是完善社会保障体制，使居民树立正确的心理预期，以提高边际消费倾向，增加消费需求。It is the insufficient consumptivedemand which causes Chineseeconomic depre ssion and production surplus in the late 1990s.Whereas the main reason of slack consumptive demand is the imperfect social security system.Owing to the increase of anticipated expense,the households have to cut down temporary consumption and raise the level of preventive saving.So,the only way of stimulating consumption is to perfect social security system and consequently improve the households' psychological anticipation and marginal propensity to consume (MPC).
