两型社会建设中府际非合作与治理

摘　　要：加强府际间的合作是公共行政改革的趋势。两型社会建设是一项内容丰富的复杂系统工程,其建设能否成功离不开府际间的合作共治。当前两型社会建设中府际非合作主要表现为中央政府与地方政府间的非合作博弈、跨区域环境治理的行政分割、环境管理部门间的"碎片化"。两型社会建设中治理府际非合作首先要求增加地方政府环保动力,强化激励与约束机制;其次要求树立区域公共管理理念,完善区域环境合作治理机制;最后要求明确界定部门权限,建立部际协调机制。Strengthening inter-government cooperation is the trend of public administration reform. The construction of ＂two-oriented society＂ is a complicated systematic project, its success depends on the intergovemmental cooperatic governance. At present, there are some intergovemmental non-cooperation during construction of ＂two-oriented society＂, such as the non-cooperatic game between central government and local government; administrative division of cross-regional environmental governance; ＂debris＂ of environment management departments. To resolve the problem of intergovemmental non-cooperation during the next construction of ＂two-oriented society＂, firstly, we should increase the local governments＇ power of environment protection and strengthen their incentive and restraint mechanisms of environment protection; secondly, we should set up the ideas of regional public management and improve the mechanism of regional environmental cooperation governance; finally, we should clearly define the departments＇ authority and establish inter-ministerial coordination mecha- nism.
