摘　　要：近年来,"中国责任论"不断翻新,这些声音的发出者用意各不相同,我们应该对此保持清醒的认识。在外交实践中,应该秉承"均衡责任观",实现国际责任与国家实力以及国际效益之间的基本平衡。Surrounded by the sounds of the intemational community alleged China is ＂Responsible Power＂, Chinese government should maintain a clear understanding. Meanwhile, in diplomatic practice, we should achieve the basic balances between national strength and international obligations, and between intemational obligations and international benefits.
