摘　　要：对岳麓书院秦简《为吏治官及黔首》的取材特色及相关问题进行了探讨,指出其与当时的律令有着密切的关联,与同性质的睡虎地秦简《为吏之道》等有着很大的相似性,说明它们都是当时"学吏"制度的产物,其内容是"为吏"者必备的基本知识。The paper has a discussion on the relevant problems of the selection feature of the Qin bam- boo slips The Way Of Governing The Officials And The Common People which were kept in Yuelu Academy. It points out that The Way Of Governing The Officials And The Common People has a close relationship with Qin Dynasty＇s law, and a high comparability with the Shuihudi Qin bamboo slips The Way To Be An Official. Both of The Way Of Governing The Officials And The Common People and The Way To Be An Official are the results of the system of ＂Xue Li（how to educate officials）＂ in Qin Dynasty. The text of The Way Of Governing The Officials And The Common People are the basic knowledges which were necessary for the officials to ＂Wei Li（how to be an official）＂.
