林森无为而有为的政治智慧

摘　　要：林森在国民党内部派系纷争与军阀混战的乱世中秉持清净无为、与世无争的超然态度,为各派系所认可,因而脱颖而出,荣膺国府主席。在内外交困的民族危亡之时,林森则急流勇进,积极有为,勉力支撑危局。特别在抗日战争中,林森强调全面抗战和持久战,支持国共合作团结抗战,崇尚气节,尽忠救国。同时,林森也恪守"虚位元首"定位,不争权、不逾矩,貌似无为、有意无为,保持平民元首风范。林森以年高德劭之士甘任无实权的国府主席,能够发挥政治均衡器的作用,有利于团结抗战。林森在之所以能够长期坐稳元首之位"领导抗战,功在国家",正是他"方以智,圆而神"的政治智慧的体现。Amid the chaotic rivalry between warlords and fierce inner party contention,Lin Sen's apparently detached and uncontentious attitude was an important factor that won him the presidential office.In reality he was bold and initiative in many of his policies at the critical moment of national crisis.And later in the War against Japanese Invasion,he insisted an all-round resistance war and was in favor of cooperation and unity between Chinese Communist Party and Chinese Kuomintang Party in the best interest of the country.As the titular head of the state,he remains detached but is active in repose.His great character and civilian style won him respect almost from every side,and the unique role that he played as a political equalizer of that time best demonstrated his political wisdom.
