摘　　要：结合嘉兴特色集群产业,以具有法律约束力的契约为前提和保障,在嘉兴地方城镇政府引导下,建立由嘉兴地方集群产业的龙头企业、高校、科研院所、中介机构、金融机构、风险投资等各方组成的政府主导型、企业主导型、高校或者科研院所主导型的产业技术创新战略联盟,是进一步引导嘉兴现有的创新要素向嘉兴地方企业集聚,推动产学研紧密结合,构建嘉兴区域创新体系的重要前提和保证。By combining the characteristic industry in Jiaxing, and under the guidance of the Jiaxing local town government, it is necessary to establish an Industrial Technology Innovation Strategic Alliance, consisting of the leading enterprises, universities, research institutes, intermediary organizations, financial institutions, venture capital etc. , led by government, enterprises, and university or research institutes. The strategic alliance is the premise and guaran- tee for further gathering the innovative elements into Jiaxing local industry, promoting a close combination of produc- tion, teaching and research, and building the regional innovation system in Jiaxing.
