摘 要:商部——农工商部成立后,积极倡导振兴茶业,通过颁布和实施一系列改良政策和措施,使茶业的振兴在清末成为一种社会性的有组织的活动。印度、锡兰和日本茶业崛起导致华茶在国际市场上的衰败和由此带来的利权丧失以及国内植茶业的衰落,是农工商部振兴茶业的动因;清末新政及当时社会舆论的推动,则为茶业振兴提供了条件和前提。而在农工商部主持下,茶业的振兴取得了可观成效,主要表现为茶叶贸易有所增长,茶业经济也发生了一些新变化。Since the founding of the department of business-department of agriculture,industry and commence,the tea industry had been rejuvenated through some reform policies made and measures taken,and the tea industry had been upgraded to a socialized organized economic activity in the Late Qing Dynasty.The rise of the Indian,Sri Lankan and Japanese tea had caused the Chinese tea's deterioration in the international market and the loss of economic rights and interests and the decline of the domestic tea industry therefrom,which accounted for the promotion of the tea industry on the part of the department of business-department of agriculture,industry and commence.The New Deal and public opinion's impetus at that time had provided the condition for rejuvenating the tea industry and the achievement had been made by the department of the remarkable growth and the new changes in the tea economy.
