摘　　要：在阐述三峡库区发展低碳文化意义的基础上,分析了三峡库区发展低碳文化面临的挑战,提出了三峡库区发展低碳文化的有关对策和建议:切实转变思想观念,牢固树立低碳文化意识;健全政策法规,推进低碳制度文化建设;大力发展库区低碳产业文化;努力发展农村低碳能源文化;认真发展低碳技术文化;加强管理,促进库区文物保护的低碳化;发展以低碳文化为特色的旅游业;依靠低碳科技进步加强生态环境保护和建设;凝聚共识,共同实施和发展低碳文化。On the basis of elaborating the significance of developing low-carbon culture in Three Gorges Reservoir area,this paper analyses challenges of developing low-carbon culture in Three Gorges Reservoir area and proposes some countermeasures and suggestions： changing thoughts and ideas practically and establishing the awareness of low-carbon culture,improving policies and regulations and promoting the cultural construction of low-carbon system,developing low-carbon industry culture in the reservoir area,striving to develop low-carbon energy culture in rural areas,developing low-carbon technology culture,strengthen management and promote low-carbon preservation of cultural relics,developing tourism characterized by low-carbon culture,strengthening the protection and construction of ecological environment through progress of low carbon technology,arriving at agreements on developing low-carbon culture in joint efforts.
