国外EPC总承包项目投标报价要点分析

摘　　要：国外项目业主一般采用国际招投标的方式选择EPC承包商，在合同中固定价格和工期。对于EPC承包商来说，固定价格的合同会面临很大的费用风险，因此从费用上如何规避项目的风险尤为重要。在投标报价前，EPC承包商需要仔细阅读招标文件，清晰理解业主要求，明确工作范围，从技术、项目管理、商务等三个方面准确掌握招标文件提供的信息和要求，尽可能全面地估算项目执行所需的所有费用，并预留风险储备金。The Employer of overseas project normally choose the EPC Contractor with the fixed contract price and duration through international tendering. EPC Contractor will face much cost risk in the execution of Contract with fixed price, therefore it is quite important to mitigate the cost risk in the bidding stage. Before the quotation is submitted, EPC Contractor shall carefully review the documents of instruction to bid, clearly understand the requirement of the Employer, explicitly realize the scope of work, be fully familiar with the information and requirement provided in the instruction to bid from technica], project management and commercial point of view, and estimate all the cost for the project execution to the maximum extent. Meanwhile the cost risk reservation shall be considered in the proposal.
